ロドリゴ・ドゥテルテは、1945年3月28日に生まれた。1968年に政治学を修め、1972年に法学を終え、検察官を経て、1988年からダバオ市長として頭角を現した。彼は市長を通算22年以上務め、2016年には71歳でフィリピン第16代大統領に就いた。しかもミンダナオ出身として初の大統領だった。数字だけ見れば、地方都市の首長が国家の頂点まで上がった、きわめてまっすぐな上昇の物語である。だが彼自身は、自分を大きく見せるより先に「私はただの普通の男だ」と言い、「安い靴を履いている。靴下さえ履かない」と語った。この自己像づくりが巧みだった。権威の匂いを消しながら、権力の中心へ入っていく。彼はエリートの顔で民衆に近づいたのではなく、むしろ“荒削りの自分”で近づいた。
その粗さは、弱点ではなく武器だった。「選挙に負けるより、アイデンティティを失うほうが嫌だ」「独裁者だと言われるなら、それでいい」「自分が地獄に落ちても、仕える人々が楽園に生きるなら構わない」。この三つの言葉を並べるだけで、彼の輪郭はかなりはっきりする。自分を善人として売り込む人ではない。傷も暴言も矛盾も込みで、「それでも自分を選ぶのか」と群衆に迫る人である。だから支持者にとって彼は、清潔な政治家ではなく、汚れた現実に耐えるための代弁者に見えた。2016年末の調査で満足率が77％に達したのは、その語り方が、制度の文章より先に、人々の怒りや疲れに触れたからだろう。彼は国民を説得するというより、国民の胸の奥にある乱暴な願いに、先回りして言葉を与えた。
だが、数字は別の顔も示す。2016年の就任から年末までに、警察による薬物取締りで2,000人超が死亡した。2022年の退任時点で、警察発表の死者は6,200人、政府が公式に認めた死者は6,248人に達した。一方で、さらに多く、最大3万人規模に及ぶ可能性も指摘されている。彼は選挙戦で「人権法なんて忘れろ」と言い、「犯罪者を毎週5人ずつ殺せばいい」とまで語った。ここでは、秩序を求める言葉が、そのまま死者数に変わっている。彼の強さは、迷わないことにあった。しかし、迷わない政治はしばしば、ためらうべき場面でも進んでしまう。彼が多くの人に頼もしく見えたのは事実だが、その頼もしさは、貧しい地域に集中した大量の死と引き換えだった。彼は「国を守る父」の顔で愛されたが、その父性は、守ることと罰することの境界をたびたび踏み越えた。
